A targeted investment strategy aims to stabilize the UK's grassroots ecosystem and expand funding access for mid-career artists and independent labels.
The UK Government has expanded its Music Growth Package to £45 million. Announced by Culture Secretary Lisa Nandy, the initiative shifts focus toward grassroots infrastructure, mid-stage artists, and independent business owners who move the needle outside the major label system.
Funding will be distributed via Arts Council England to over 2,000 projects. Key provisions include £12.5 million for free studio access in libraries and £10 million for creative mentorship. Crucially, the plan opens eligibility to managers and publishers, reflecting the reality of how the modern independent sector operates.
Policy changes accompany the capital. Licensing reforms will allow councils to issue up to 20 Temporary Event Notices (TENs) annually, easing the bureaucratic load for promoters and festival organizers.
Industry bodies like the NTIA and AIM have signaled support, viewing the plan as a necessary move to decentralize opportunities. While the investment is a significant start, the focus remains on whether these funds will effectively reach the electronic and independent spaces that drive UK club culture.
